City Clerk

The goal of the City Clerk’s office is to provide prompt, courteous, and knowledgeable service to customers, to continue to ensure proper implementation of the law, and to provide effective access to official records and distribution of information. The City Clerk’s Office is responsible for keeping the official records of the City. This includes all of the minutes, ordinances, contracts, and resolutions.

Duties of the City Clerk

The City Clerk is responsible for maintaining custody, control, filing, and storage of all records and other written and recorded documents and materials pertaining to the operation of the City, as well as the City seal. The City Clerk attends and takes the minutes of the regular City Council meetings, Special City Council meetings, Public Hearings, and Executive Session meetings. The City Clerk is the Freedom of Information Officer and the Ethics officer for the City.  The City Clerk also serves as the Human Resource Coordinator for the City, manages payroll benefits and Worker’s Compensation for municipal employees, and administers the Illinois Municipal Retirement Fund for individuals employed by the City of Canton.  

Meetings, Agendas & Minutes

The City Council meets on the first and third Tuesdays of Every month. Location of meetings: Historic Train Depot – 50 N. 4th Ave (Donald E. Edwards Way)

Meetings start time: 6:30 p.m. unless otherwise noticed

Agendas and Minutes: All agendas and Minutes are posted on this website and also posted onsite at the Depot at least 48 hours in advance of the meeting.

Attendance by the public: All citizens are encouraged to attend and participate in council meetings.  Citizens are allowed to address the council by completing a Public Participation Request Form and submitting it to the City Clerk prior to the meeting at which they wish to speak.

Permits & License Forms

The City Clerk processes permits and licenses for numerous business endeavors. Permits and licenses are available for online submittal at the link below. Some permits and applications require an approval process, and may take up to four weeks to receive authorization.

Voter Registration & Election Information

The City Clerk serves as the Deputy Registrar for the City of Canton. Citizens may register to vote at the City Clerk’s office, located on the second floor of the City Building.  Already registered and need to know where to vote?  Don’t know what Ward or Congressional District you are in?  Registered voters may click on the links below to find all the information they need.

Notary Public Services

The City Clerk provides Notary Public services at the Clerk’s Office, located on the second floor of the City Building.

Certification Information: Diana Pavley Rock obtained her Certified Municipal Clerk (CMC designation in 2011, and the Master Municipal Clerk (MMC) designation in 2021 from the International Institute of Municipal Clerk’s in cooperation with the University of Illinois in Springfield.  Diana also received the AMA certification in Human Resource Management from Spoon River College in Canton Illinois in 2008 and the SHRM-CP certification from the Society of Human Resource Management in 2020.
